I am commanded by My Lords Commissioners of

the Admiralty to transmit herewith, for the information

of the Secretary of State for the Colonies, copy of a

letter of today's date, which has been addressed to

the War Office, suggesting that troops should be held in readiness for despatch to Shanghai in case of emergency, in view of the present situation in China.
